The legal opinion we have, as a Committee, is very different from what the Minister is saying. If you look at the Finance Bill 2006 and the subsequent Finance Act 2006 and look at the effective dates of these rates that are collected under the Provisional Tax Collection Order Act, it is always backdated. The issues that I really want clarifictions on are: The Act is very clear on how privatisations are supposed to be carried out. We have heard in the public domain a number of assertions about proposed privatisations.
