  • 16 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, I am saying that my Ministry does not deal with waivers. That is dealt with by Treasury. So, any question regarding waivers should not be addressed to me but it should be addressed to the Treasury. Thank you. view

  • 10 Jul 2008 in National Assembly: Mr. Speaker, Sir, have I caught it? view
  • 10 Jul 2008 in National Assembly: Mr. Speaker, Sir, I stand to seek a Ministerial Statement from the Minister for Finance. We have information to the effect that there were some loans which were extended to private companies and individuals by the National Bank of Kenya totalling to about Kshs20 billion. The Attorney-General's legal opinion was sought on the same and he gave his opinion saying that those could not possibly be classified as loans guaranteed by the Government. Mr. Speaker, Sir, the Government does not guarantee loans by individuals or private companies. The Minister for Finance, sometime last year, undertook to repay those loans, and ... view
  • 10 Jul 2008 in National Assembly: Mr. Speaker, Sir, I thought I was doing very well, including asking for clarifications, because I was actually clarifying the issue--- view
  • 10 Jul 2008 in National Assembly: Thank you very much, Mr. Speaker, Sir, for your assistance, but I think my 1760 PARLIAMENTARY DEBATES July 10, 2008 point has been made. I do not want to belabour it. Therefore, I would like the Minister for Finance to make that Ministerial Statement and clarify to this House since when the Government began paying loans by private companies that are purportedly guaranteed by it. view
  • 8 Jul 2008 in National Assembly: Mr. Speaker, Sir, thank you very much. Unfortunately, I think I missed the most interesting part of the debate. I was away on parliamentary business and came back yesterday. 1678 PARLIAMENTARY DEBATES July 8, 2008 I think what should be made important to the House is that the Committee on Finance, Planning and Trade has not concluded its investigations on this matter. So, as the Executive Arm of Government, led by the Prime Minister, continue to do their part, Parliament has to continue also to do its part. The function of the Executive arriving at the whole truth of this ... view
  • 8 Jul 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. Would it be in order for me to suggest that, as part of the speeding up of the process, we invite the Right Honourable Prime Minister to the Committee, since he has more information than everybody else put together? view
  • 26 Jun 2008 in National Assembly: Thank you very much, indeed, Mr. Temporary Deputy Chairman, Sir. I would like to take this opportunity to second the Motion. I think what should come out clearly is the fact that, these are provisional taxation measures. They are provisional in the sense that they are actually all contained in the Finance Bill. When the Finance Bill is ultimately discussed in full, we will be looking at exactly the same issues. But for purposes of the Government to run smoothly and raise revenue, this provision under the law is provided for. Mr. Temporary Deputy Chairman, Sir, I would like to ... view
  • 25 Jun 2008 in National Assembly: Thank you very much, Mr. Speaker, Sir. I rise to oppose this Motion. An appropriate amendment will be brought in due course. view
