  • 16 Feb 2021 in National Assembly: The whole foundation of this Bill is that it is donated by Article 82 of the Constitution which says that there shall be such a Bill. We are obligated under that Article that the voting to be provided under that Bill shall be simple. That rules out multiple questions. This is because, the Constitution obligates simplicity. If you are going to have 10 questions, then the voting will not be simple which is mandatory under the Constitution. view
  • 16 Feb 2021 in National Assembly: This Bill goes wider outside many other omnibus matters and brings into issue Article 257 of the Constitution. Equally, the Constitution itself has a suggestion under that Article that it must be converted into a Bill. I do not know whether that Bill will say it is a multi or simple question.   • 16 Feb 2021 in National Assembly: The other question I would like to address is what my colleagues have raised, particularly – I heard from Dr. Oundo that it concerns public participation. Public participation is subjective. You can only look at public participation at the moment if you mistakenly overlap this Bill with any other election.   • 9 Feb 2021 in National Assembly: Thank you, Hon. Speaker. I also rise to give tribute to Simeon Nyachae. He has left an indelible mark in this country that should be emulated by us all. I want to mention one fact that has not been mentioned by my colleagues here. Simeon was so principled in his career that at a time when he felt that he could not work with the government as a Minister, he resigned.   • 1 Dec 2020 in National Assembly: Thank you, Hon. Speaker. I rise to support the first Petition. It puts in mind matters of NEMA. This is the umpteenth time that we have matters on NEMA and their lethargy in administering mining matters. view
  • 1 Dec 2020 in National Assembly: The country is depleted. It has mining sites and pits that are not rehabilitated or reclaimed. There are many examples to see. For example, along Thika Road, Ndaragwa Constituency, Kenol and between Kenol and Murang’a Town. This House and the country should re-think why we have NEMA. You can visit a site which has no ablution. You can see another site that was a wetland. I have spoken on matters of wetlands here. Our lives depend on them.   • 1 Dec 2020 in National Assembly: will find buildings coming up in wetlands which are already reclaimed. For example, in Kiambu Road. The junction on the Northern Bypass and Kiambu Road is built up. Other examples are Ngong’ Hills and Murang’a Town. All these are matters of NEMA. As a country, we should ask ourselves these matters because our lives depend on the environment. What is the role of NEMA? Should this country have NEMA? Should we rehabilitate NEMA? Should we have a fresh NEMA with new or imported staff from Australia or elsewhere to administer our environment? view
