Thank you, Hon. Speaker. I will start by thanking you for clarifying the message from His Excellency the President. You have stressed on the word that he did not direct the House; he used the word 'in concurrence'. I thank His Excellency the President for involving the two other arms of Government. That is a matter that we are overlooking - that, in reaching these measures for a long time, he had the acting Chief Justice and the two Hon. Speakers to reach at this decision

Let me also thank the President for his stand in Dodoma, when he did not proceed with his Speech in the funeral of the late President Magufuli. He allowed Muslims to have their prayer. Hon. Speaker, I would like to dis-abuse two matters that have been raised. First, by my Vice-Chair that two Members are sick. It is a fact that when we were meeting two senior Members of the Senate, (I would not name them), two senior Members of the Senate could not join us in the Joint Committee because they were affected by COVID-19. Secondly, I want to ...

He appointed a special minister for COVID-19 deployment and in that message, he also took measures in collaboration with the pharmacists and clinics who were all directed to offer vaccination. Hon. Speaker, it is important that when we address this matter, we try as much as possible to wade off from our political positions. This is a matter of national importance. We cannot stand here and start apportioning blame saying that the President ought to have or ought not to have done this and that. Somebody should be offering a solution. I repeat again, drastic times call for drastic and ...

Thank you, Hon. Speaker. As you are aware, the National Assembly Departmental Committee on Justice and Legal Affairs and the Senate Standing Committee on Justice, Legal Affairs and Human Rights are jointly considering the Constitution of Kenya (Amendment) Bill, 2020. At a meeting held on Friday 19th March 2021, the Committees deliberated on various issues arising from the views received from the public and various stakeholders by way of oral submissions and written memoranda. In total, we had 65 persons/groups. In so doing, the Committee identified a number of weighty constitutional, legal and procedural issues for consideration by the Committee, ...

The sub-committee at a meeting held yesterday, Monday, 22nd March 2021, considered the matter of identification of experts. The sub-committee urged the secretariat to ensure that owing to the urgency of the matter, and noting that the matter is one of national and public interest, the engagement of experts be undertaken without delay so that they may commence work. The proposed terms of reference for these experts are: 1. To conduct extensive research on thematic areas identified by the Committee and the issues arising thereafter or on such other issues as maybe, identified by the Committee. 2. To analyse the ...

Thank you, Hon. Temporary Deputy Speaker. People may wonder why, as the Chair, I have to contribute. I did not move the Bill. The Bill was very well-moved by my Vice-Chair. I tabled the Joint Report earlier this afternoon. Perhaps, as many Members as possible should acquaint themselves with the harmonised Report. This harmonised Report is a unanimous effort by both Committees, namely, the Kioni Committee and the Departmental Committee on Justice and Legal Affairs. Both of them met through a sub- committee and both committees then approved the harmonised draft. For the sake of clarity, very eminent Members of ...
