  • 28 Jul 2020 in National Assembly: I remember with a lot of nostalgia, the old system I worked under of guaranteed minimum return. That was a government intervention. And this country never faced any famine. If you look at the early years of Independence, there was not a single year that we experienced cereal or any other grain shortage, because of the intervention that existed. Lethargy set in in credit supervision and that famous company collapsed. So, I appeal that we provide supervision. This credit lacks the sense of basic collateral. That will facilitate the entry of our people in enterprise. Thank you very much. I ... view
  • 25 Jun 2020 in National Assembly: Thank you, Hon. Speaker. I want to share what the Leader of the Minority Party said and, earlier on, Hon. Waruguru also alluded to, regarding the conduct of this Member. We will be failing in our duty as Parliament if we do not scrupulously enforce the rules made by this House. When I watched this clip last night, I wondered whether I was seeing a village baraza or a Member of Parliament duly elected by Nyali people. Nyali is a fairly prominent area. An MP is not a quasi-Member. He is a full Member of this House and so there ... view
  • 18 Feb 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I must say I congratulate my colleague, the Member for Tharaka, for bringing this matter. It was long overdue. There are certain factors that point at very serious negligence on the part of our Government regarding the locusts. They cannot claim it is an act of God, because if you Google, you will find that as early as November, FAO gave early warning that with the rains, there was going to be an onslaught of locusts. The US contributed Ksh1 billion to FAO, targeting locusts invasion in East Africa. Hon. Temporary Deputy Speaker, 40 ... view
  • 18 Feb 2020 in National Assembly: Two, the Government should compensate every individual resident of Kenya who has suffered as a result of this onslaught, so that in future, matters like this are not taken for granted. It is becoming a day-to-day event. Uganda saw it coming about 10 days ago. They have taken remedial precautions. Uganda only contributed to the East African Organisation the other day. A week ago, they were in arrears because they had not contributed. However, to facilitate the assistance by the Desert Locust Control Organisation of Eastern Africa, they paid their dues. Now, they have taken measures to control any possible ... view

  • 6 Nov 2019 in National Assembly: Thank you, Hon. Speaker. The moment you allow this, you are going to open the flood gates. The next people to apply and ask for permission to use the Chamber will be the so-called bishops like Bishop Ng’ang’a and other people. This is a House of order which is founded in law. Homosexuality is illegal. It is against the Penal Code. This House, represented by you, epitomises the obedience of the law. Hon. Speaker, I am saying this with absolute respect to you. This is a ground for your removal. I am saying this will be a ground… view
  • 6 Nov 2019 in National Assembly: All that I am saying is you represent this House. You epitomise the law and the moment you are seen to allow this Chamber to be used to perpetrate an illegality, then our character stands… Hon. Speaker, your reply to them should be a big no or you ignore. Thank you. view
  • 16 Oct 2019 in National Assembly: Hon. Speaker, I beg to give notice of the following Motion: THAT, aware that the national Government is heavily dependent on foreign exchange for the sustainable growth of the economy; recognising that tea and coffee are major foreign exchange earning cash crops and greatly contribute to servicing of manufacturing and creation of employment; noting that the earnings from these crops are on the decline resulting in a record decrease in export earnings, with the tea farmers fetching the lowest payments in 10 years; concerned that such poor payments will adversely affect farmers leading to the abandonment or neglect of tea ... view
  • 16 Oct 2019 in National Assembly: the farmers of tea, coffee and any other crop as may be scheduled under the said scheme. Thank you, Hon. Speaker. view
