Hon. Deputy Speaker, I also take this chance to thank the Chair of the Committee for the report. In my constituency, there has been a continuous complaint that even when they do those applications, our students, especially in Mathioya, do not get loans from HELB. What are the conditions or the criteria being used after application for the students to receive those loans?

On a point of order, hon. Temporary Deputy Speaker. This debate is supposed to end by 6.00 O’clock and there is a lot of interest from Members to contribute. I request that we shorten the debating time to about two-and-a-half minutes each so that all of us can have a chance because some of us are still on the queue. Just shorten the debating time so that everybody can participate. Thank you.

Thank you, hon. Temporary Deputy Speaker for giving me a chance also to thank the President for the wonderful Speech he gave. Like the other Members have said, Clause 114 is almost going to an extent of stopping this House from doing its business. You very well know that we need to have the three Arms of the Government completely independent of one another. These are the Judiciary, the Executive and the Legislature. Yes, hon. Temporary Deputy Speaker. I am standing on a point of order regarding the request by a Member to stop the debate. This issue had come even the last time and we had requested for extension because we had many hon. Members here who want to give input to this Bill which is very critical to this country. There is the issue of industry which is going down because of VAT. I would request that we continue so that we also get time to contribute.
