  • 26 Mar 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I think I will be very brief because mine is not a very detailed request and report. First, I want to commend hon. Mbadi for bringing the amendment Bill to this House because he is touching on very necessary commodities, insecticides, the Rural Electrification Authority (REA), the mosquito nets, sanitary pads and all that. Raising of revenue is very key to this country. However, as we look into ways of raising revenue, we need to look at the other industries which could be affected. Departments such as infrastructure or aviation industry for a long ... view

  • 19 Mar 2014 in National Assembly: On a point of order, hon. Temporary Deputy Speaker. This is to alert the House that when the Leader of Majority Party was contributing, he started by stating what he had discussed with the Mover, that we need to complete this Bill by the end of this session. That one is very dangerous because we have got very many issues to raise on this Bill. I would propose that we discuss it to completion. This is because we have got some very sensitive issues, especially within the aviation industry. Most of our operators are moving to the neighbouring countries because ... view
  • 19 Mar 2014 in National Assembly: On a point of order, hon. Temporary Deputy Speaker. I rose on a point of order because it is the same issue I had raised earlier, about the importance of this Bill. If we get to the Third Reading, like they are requesting, most of the hon. Members here have been waiting to contribute to this Bill, which is very important to the lives of Kenyans and the whole country’s industries, especially construction and aviation. I would oppose any request by any hon. Member that the Mover be called upon to reply. We still have issues with this Bill. I ... view
  • 18 Feb 2014 in National Assembly: Thank you, hon. Deputy Speaker for giving me this opportunity to briefly contribute on these very important Regulations, and also the amendments which we have already passed. I think this is the happiest day for the youth in this country. We have been waiting for this Fund. I am also a youth – an experienced youth. I would plainly like to talk on a few issues. view
  • 18 Feb 2014 in National Assembly: Yes, hon. Deputy Speaker. I would like to make a comment on Kshs6 billion. As Members of Parliament, we need to think of raising this initial Fund from Kshs6 billion to about Kshs12 billion. Next, is the issue of capacity building. We need to be very careful and also advise our youth on how to get into it. The other time, when we were dealing with YEDF, there were so many issues. There were concerns about who was doing what and a lot of money went in the wrong direction. However, I believe that with the participation of Members of ... view
  • 18 Feb 2014 in National Assembly: who are actually affected. We need to see whether we can do something for the men when they get out of the 35 years age bracket. view
  • 5 Dec 2013 in National Assembly: Hon. Temporary Deputy Chairman, I also rise to support this amendment especially to do with the training of journalists. It is of very great concern to this country that you find some of our journalists who handle sensitive issues have not been able to get any training. If the Media Council can come up with a proper programme on how our journalists should be trained, I think it will be of great use to this country. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard ... view
  • 5 Dec 2013 in National Assembly: Hon. Temporary Deputy Chairman, it is a short amendment and it is not going to change anything. The section reads “(IB) The maximum percentage of the sum specified in section 5(b) and prescribed in the Scheduled under this Act shall be inclusive of the medial expenses on the judgement or claim”.
