  • 11 Aug 2016 in National Assembly: As I finish because most of the things have been mentioned by other speakers, it is good to correct something that came up when the Leader of the Majority Party was contributing especially on the documents carried on board an aeroplane and it is good to let members know them. One of them is the certificate of registration that serves as a logbook for the aeroplane. Others are the certificate of airworthiness that guarantees that the aeroplane is airworthy to fly and operate and the aviation personnel certificates and licenses - licenses for the crew and cabin crew members. The ... view
  • 11 Aug 2016 in National Assembly: document where we enter information on the type of flight you are doing, the place of departure, destination and the time taken. This helps engineers as they plan for maintenance work. view
  • 11 Aug 2016 in National Assembly: Hon. Temporary Deputy Speaker, I take this chance to thank you and the Chairman of the Departmental Committee on Transport, Public Works and Housing for giving me an opportunity to lead a delegation to the USA and Montreal and Vancouver in Canada the other day to represent this House on International Civil Aviation Organization (ICAO) mission. Let me report at this stage that we were able to negotiate for a very critical seat in one of the global bodies called “Council”. It is good to let you know that Kenya is now one of the members of the Council. It ... view
  • 22 Jun 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me the one minute. I support this Motion with a lot of reservations. I draw the attention of this House to the fact that, first, when you talk of cattle rustling, it is criminal. Secondly, where are chiefs and assistant chiefs?” Why do we have them in the rural areas? Those are the administration officers who can pass this information to the police and the military. Thirdly, where is the Cabinet Secretary in charge of internal and external security? Where is the Inspector-General? Where is General Mwathethe? After 50 years of Independence, ... view
  • 27 Apr 2016 in National Assembly: Thank you for giving me an opportunity, Hon. Deputy Speaker. It is very sad. Like the former speaker has said, in this House, we vote based on our individual consciences after we analyse Bills and look at the way forward. It is not FIDA-Kenya only that has been threatening Members. This morning, I also received other messages from the Kenya National Commission on Human Rights (KNCHR). Any decision that a Member makes in this House should be after analysing whether the matter in question is for the benefit of this country. The electronic version of the Official Hansard Report is ... view
  • 27 Apr 2016 in National Assembly: Some of us have publicly said that we want the female gender to be on board for the sake of the development of this country. When individuals out there feel that we are not concerned and they go out circulating messages to Members of Parliament, it is not right. A ruling or a decision must be taken against some of these bodies. We are independent minded people. We are people of integrity. We know the right things and we have good intentions for this country. Nobody from out there should threaten Members that this is a public Bill or voting ... view
  • 21 Apr 2016 in National Assembly: Thank you, Hon Temporary Deputy Speaker. First, I support the Judiciary Fund Bill 2016. Though this was supposed to have been in 2010 after the Constitution, we still need to commend the 10th Parliament because of the work it did towards Kenyans The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 21 Apr 2016 in National Assembly: achieving and getting the new Constitution. It is one of those small things which normally slip off and we are not able to pick them. But we commend the present Departmental Committee on Justice and Legal Affairs for having spotted that. The Bill as set is to assist the Judiciary get financial independence. This is going to help them to be accountable for the funds that we are also giving them. They will have adequate finances for their work, for Parliament to allocate enough resources and also through the collections of fees and fines. When it comes to collection of ... view
  • 21 Apr 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me an opportunity to contribute to this Bill. I will be very brief. I support the proposal and the amendment so that we can be able to comply with the Constitution. Just for information to other Members, I think for the other countries to have gone this direction especially the developed ones to empower and give either gender opportunity to ascend to positions of leadership--- view
  • 21 Apr 2016 in National Assembly: As we do this we need to look into why women are not able to get into elective positions. First, it is because of the way we conduct our campaigns and even the financing which has been very critical. We need to look at that so that there may be a level playing field. We need to go by the example that has been set by counties on nominations so as to reduce discussions on this. I am a very worried person because of what is happening on the ground. We are here talking about gender balance and giving equal ... view
