  • 21 Apr 2016 in National Assembly: If we are going to look at issues to do with gender, we should open opportunities for the boy-child because he has been disadvantaged. Take an example of the allocation of resources in the Youth Fund and Uwezo Fund where a man of 35 years is thrown out and is not given an opportunity, you go to Women Enterprise Fund the boy-child has been locked out. We need to look into these areas. We are talking of leadership but unless we open other fields for everybody, we are not doing anything. I congratulate the House for passing very critical Bills ... view

  • 24 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to briefly contribute to this Bill. I support this important Bill because we have the national Government and the county governments. I believe that, as a county, we are headed in the right direction. With all the funds that we are pumping to the counties, we are expecting better services in roads, water, agriculture, health and other sectors. There are some areas that I would like to point out because some of them are mentioned in the Bill and are of great concern to our people. The formula that ... view

  • 24 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for that advice. I note that there has been growth in the allocation of revenue from the threshold of 15 per cent to almost 32 per cent. I am also expecting it to grow further when we come to the revenue of 2016/17. Like we have discussed, these figures are looking a bit low because they are based on the audited revenue accounts of 2013/14. We have noted the good performance of the Public Accounts Account that is headed by Eng. Gumbo. But for us to get the most current and up to- date ... view

  • 24 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. He was just trying to further explain what I meant. We will wait for that report. For a long time, we have been discussing and talking of collection of revenue and sharing of the national cake. As a country, we need to put measures in place to look into areas of generating more revenue. The fights that we have had in this country have been because of scarcity of resources and revenue. We need to start thinking seriously of investing in areas where we will get more revenue so that we give more to ... view
  • 23 Mar 2016 in National Assembly: Thank you, Hon. Speaker. I am asking for a small clarification from the Chairman of the Departmental Committee on Energy, Communication and Information. He said that we will be having a Kamukunji with the CS of the Ministry of Energy and Petroleum. The electronic version of the Official Hansard Report is for information purposesonly.
