As you are aware, there was a facility which was availed through the Rural Electrification Authority (REA), where Members used to get an allocation of approximately Kshs15 million to plan for electricity within their constituencies. For the last three years, we have not heard anything about that facility. There are many areas which have not been connected because of lack of either power lines or transformers. If the Chairman could advise the CS to come armed with an answer to that question, I will appreciate very much.

Thank you, Hon. Speaker. While the CDF Board has done some good job for giving us the funds; there is still a lot of anxiety on the CDF funds. My constituents are very worried because they do not know what is going to happen in February. When will we have the CDF Act, so that it can be aligned to the Constitution?

On a point of intervention, Hon. Speaker. This is in the interest of public participation. There should have been public participation in the formulation of the list which is going to be distributed to the Members. The members of the public and their leaders should identify the transformers that are going to benefit them other than the Kenya Power Company just coming up with a list, which might not benefit the Members.

Thank you, Hon. Temporary Deputy Chairman. I want to support because Kenyans have on many occasions been subjected to humiliation by the EACC. This issue does not only apply to the EACC, it should also apply to all other persons in this country. Unless they have substantial evidence or claim against somebody, they should not come out in the public and say that so and so did this.
