Mr. Temporary Deputy Speaker, Sir, if I heard it right, the Minister said that he would be going to Durban to attend a conference on climate change. The problems we have about our climate is because of the serious destruction of forests in the world. Which one comes first, going to the forest to get the correct information or going to South Africa?

Mr. Deputy Speaker, Sir, I asked this Question because some time last year, the Deputy Prime Minister and Minister for Finance, in this House, said that he was going to disburse Kshs3.8 billion towards the informal sector. In his 2011/2012 Budget Speech, another Kshs1 billion was added to that kitty.
