Mr. Deputy Speaker, Sir, the IDPs issue has been discussed for quite some time in this House. What will the Minister do with the IDPs who are not living in the Rift Valley Province? These are IDPs who were forced by circumstances to move to other areas. We have many of them living with their brothers and sisters in Mathioya. They are now a burden to their relatives. When they visit chiefâs and DOâs offices, they are told the Government is only assisting those IDPs living in transitional camps.

Mr. Deputy Speaker, Sir, there is a growing trend of uprooting some of the very necessary crops in this country. The people are uprooting sugar-cane. There is uprooting of tea and coffee in Central Province. That has been due to exploitation of farmers by the management, poor returns on coffee and tea and also poor management. What action is the Minister going to take to motivate coffee and tea farmers in Central Province, so that they can be able to produce better coffee and tea and improve their living standards?

Mr. Deputy Speaker, Sir, most of the airstrips in this country are no longer serviceable because inspection by the Directorate of Civil Aviation is no longer done since they no longer have an aeroplane to do that. What is the Minister doing to equip the Kenya Civil Authority or the KAA with an aeroplane to do that work?

Mr. Speaker, Sir, I just want to ask for a clarification about this fuel issue. Immediately this issue came to light, we understand one Devani of Triton was sighted in India. Thereafter, a team or group of high-ranking officials of the Kenya Government were also sighted in India. I would like a clarification from the Minister whether the said officials had been sent there by the Kenya Anti-Corruption Commission to go and check whether, really, Mr. Devani was in India. First, I would like to congratulate the Minister for Transport for bringing this very important piece of legislation to the House. It is sad that a country like Kenya has taken a long time to come up with this kind of document. We even wonder how the maritime industry has been operating in this country.

Mr. Speaker, Sir, I believe that this Bill needs a lot of support from everybody. The Departmental Committee on Energy, Communications and Public Works needs to be commended for the good work it has also done with regard to its input to this Bill.
