This law is also going to take care of setting up the minimum wages for our crew aboard the ships and even the seafarers. Our people had been taken for granted for a very long time by the foreigners who have taken over this industry. I do not think there is any Kenyan who has been involved in this work. With this law, we will engage Kenyans and even encourage them to get involved Ja nuary 21, 2009 PARLIAMENTAR Y DEBATES

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me a chance to contribute to this Bill. I want to congratulate the Minister for bringing this Bill to the House for discussion. Mr. Temporary Deputy Speaker, Sir, as I support the Bill, there are a few issues I would like to comment on. I congratulate the Minister for the recent move he took when the whole country was in problem because of the high prices of fuel. He intervened and brought the taxes down. We are now enjoying reduced prices of diesel which is going for Kshs86 per litre. Mr. ...

Thank you, Mr. Deputy Speaker, Sir, for giving me a chance to ask a question. The Assistant Minister has said that the Ministry is soon going to recruit 800 health workers. The issue of recruitment in this country has been very sensitive. What formula has the Ministry come up with to arrive at the figure of 800 nurses? How many of the 800 nurses will benefit the people of Mathioya?

On a point order, Mr. Deputy Speaker, Sir. I can see we are having problems with this Assistant Minister. The Minister who signed these answers is seated in this House. Why can he not come and answer this Question?

Madam Temporary Deputy Speaker, let me take this opportunity to thank you for giving me a chance to ask a question. I come from a place called Kamacharia which is in Mathioya Constituency. To get there we connect from Nairobi to Thika, Kenol, Murang'a and then Kiriaini. Recently, I was on the Kenol-Murang'a-Kiriaini Road and I found that it is completely worn out. It is so risky driving on that road these days because of potholes; also, one drives at a speed of less than 20 kilometres per hour. Could the Assistant Minister tell us what action he will be ...

Mr. Speaker, Sir, it is a sad issue especially when it comes to roads in this country. We always have issues of uncompleted projects and contractors being sent away from site. There is a case in Mathioya, of a road that was started in 1992 from Murang'a to Gitugi, the place which is said to have so many problems. We understand the contractor was there but he was sent away. Up to now, we do not know when the Minister will visit and see for himself the situation in that place and tell us when that road will be completed ...

Thank you, Madam Temporary Deputy Speaker, for giving me this chance to contribute to this very important Motion. It is a Motion that has been long overdue. It is actually very sad that now, after 45 years, we are remembering the people who have made us sit in this House. From the outset, let me say that I rise to support this Motion, especially when we are talking about our freedom fighters; the people who made this country the way it is. I remember when we were in school and we were trying to get the meaning of MAU MAU. ...

Mr. Deputy Speaker, Sir, the Minister has accepted the fact that these big debts and mismanagement of the coffee sector, especially KPCU, have caused all the problems we have in this country. He has also stated that there are a few co-operatives whose debts have been written off. Could he confirm to this House how many, if any, co-operative societies have been bailed out in Murang'a, particularly Mathioya?

Thank you, Mr. Deputy Speaker, Sir, for giving me this chance to contribute to this very important Motion. I rise to support it. It is very sad when we stand and say that we are being given a chance to go back to our people to be with them and then some of us flatly say "no". It is a very serious issue. I came to Parliament after being elected by the people of Mathioya. Up to now, they are still asking: "What is happening? Our man has been hiding in Nairobi." This is because there is no time to ...
