Thank you, Mr. Speaker, Sir. I join my colleagues in congratulating Sen. Halake for bringing this very noble Statement. The issue of punishing people who have already served a prison term is something we need to look into. This is what our legal friends call double jeopardy. It is unfair for somebody who has already served in prison and is coming out not to access services from the Government or employment opportunities just because he or she has been denied a certificate of good conduct.

Mr. Speaker, Sir, this is one of the issues that has contributed to insecurity and high crime rates in our country. The same people who come out of prison, once they are denied that opportunity to interact with the society and to have equal opportunity like any other Kenyan, they delve into criminal activities.

Shiyonga that she belongs to a delegation called Kakamega and the leader of that delegation is none other than the elected leader of Kakamega, Hon. Sen. Cleophas Wakhungu Malalah. If she wants to know anything, she has to consult me instead of standing here and purporting to want direct information.

I wish to share with you and this House that I have been doing a factfinding circuit of all public health facilities within Kakamega County. In Malava Level 4 Hospital, mothers coming straight from the delivery rooms are ushered into a packed wing and they have to sleep on the floor with their new born babies. Some of those floors are unwashed and unsterilized, posing a direct health hazard to the mothers and new born babies. Mr. Speaker, Sir, I would like to inform Sen. Omanga and the entire Senate that we cannot shield ourselves behind the narrative of county governments being underfunded. I have stated in the Statement very clearly that Kakamega County was given a conditional grant of Kshs427 million. However, they only spent Kshs67 million on Kakamega County General Hospital. The rest was diverted to other county activities. Counties cannot lament that they are being underfunded when they did not utilise appropriately the money they received from the national Government.
