on that Committee and weigh issues. We want to correct issues in our country. If we will have a new Committee every Session then it means that that Committee will not be able to function seriously. For that reason, we can look at the halfway point of the mid-term of Parliament. We can change the membership of the Committee then. Otherwise, the proposition by the Committee is very dangerous and will kill that Committee.

Thank you, Hon. Deputy Chairman. I support this amendment but I want to pose the question particularly where it says “parties forming the national government or associated with the President shall have a majority of one”. When we say that parties forming the national government then it means they are already associated with the presidency. For that reason, the second part of that sentence needs to be expunged. Thank you.

Thank you very much, Hon. Temporary Deputy Chairman. I support the suggestion by the Leader of the Majority Party. Having read the original Bill, I know that this aspect has not been covered. It is a serious missing link, particularly in terms of trade disputes. There is the infamous case in Kenya of the Duty Free Shops at the Jomo Kenyatta International Airport, which serves as a case study. For that reason, I support the amendment.

Thank you very much, Hon. Speaker. The Departmental Committee on Defence and Foreign Relations was able to sit on Friday and deliberate on this matter. Presentation was given by the NIS leadership. We were satisfied with what they presented, particularly the emerging threat in the North Eastern and the Coastal regions that we have experienced over the last couple of weeks which was unforeseen. They thought that it was important that they see this as plugging the gap in what they had requested before in the sum of Kshs900 million.
