Hon. Temporary Deputy Speaker, the good engineer will have all the time during the Third Reading of this Bill to propose an amendment rather than to criticize what is in the Bill. There are very many things which we will propose amendments to in the Third Reading of this Bill. He cannot fault the drafters. He can only propose amendments during the Third Reading rather than being pedantic.

According to this Bill, we need to understand our environment. Our health sector, for instance, deals with equipment and drugs. So, there is an element of measurement in the health sector. When you are told that you have bought a generic drug, you should also be advised that the original drug is more expensive but more efficient than the generic drug. Thank you, Hon. Deputy Speaker. From the outset, I want to support this Amendment Bill. Institutions are as good as the welfare which sustains them. This Amendment Bill clearly indicates that the police have not been looking into the welfare of their rank and file. This is about workmen‟s compensation. It is about what happens when individuals are injured or killed in line of duty. For that reason, the die is cast and is squarely placed on the management of the National Police Service on the state of welfare of its manpower.
