Thank you very much, Hon. Temporary Deputy Chairman. I have looked at the Order Paper and noticed that there are amendments to the Political Parties (Amendment) Bill but I do not see any amendments to the County Governments (Amendment) (No. 2) Bill.

Thank you very much, Hon. Speaker. I also want to add my voice to this debate. I support the proposition by Hon. Jakoyo Midiwo. We should borrow from experiences such as his, Hon. Namwamba’s and others. This House should not rubber stamp or role figures across because this is a supplementary budget. I feel that it should just cover gaps within the Budget until the end of the financial year so that there is no crisis within ministries or departments. Thank you very much, Hon. Temporary Deputy Chairman. You have put a ruling that is very dangerous in this House. You have said only two Members will contribute to an amendment. There are diverse ideas in this House. By cutting that to two Members, it appears that the Chair is stifling debate in the House and diverse ideas. Thank you.

Thank you very much, Hon. Temporary Deputy Chairman. I rise to oppose this amendment. If our athletes are not knowledgeable, then we cannot hold them culpable in case they are involved in any misdemeanour. How will they comply with the rules if they do not have the very basic knowledge to understand the rules? I oppose.

Midiwo saying that the Jubilee Government is exercising exclusion and yet when Members from their side are included in Government, he says that there are no brains on this side.
