The super bureaucracy of defence, the training and military culture is what has been demonstrated by individuals like Maj.-Gen. Nkaissery and Maj.-Gen. Kihalangwa in Immigration. As the Member for Saku representing Marsabit County, this Bill is four years late. Counties are already up and running and yet, we do not have a sort of constitutional order to help them in recruiting staff. Article 175(a) of the Constitution states that:- “The county governments shall be based on democratic principles and separation of powers.” In the county where I come from, the assembly does nothing other than rubber-stamp appointments.   • 20 Jul 2016 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I wish to add my voice to this Petition by Hon. Gatobu. This is clearly laid out in Article 19 of the Constitution, Fundamental Rights and Education being part of it. I think the current Cabinet Secretary is doing a good job and Kenyans have seen that. However, the problem in education is, I think there are too many loose ends where the poor in our constituencies are still not going to school.   • 30 Jun 2016 in National Assembly: Thank you very much, Hon. Speaker. I rise to support this Petition. Demonstrations are enshrined in our Constitution. Clearly, anybody demonstrating is not breaking the law, but there is a limit as to how far you can stretch that freedom. What we have seen in Kenya in the last few months is that, as soon as there is a demonstration in town, the town becomes a no-go zone. We basically close down the City of Nairobi. That is why we must comply with international standards. Secondly, the importance of athletes and sports cannot be gainsaid in Kenya.   • 26 May 2016 in National Assembly: I would like to thank the President of Kenya for the action he took. Had he not acted swiftly, the chances of our athletes being frustrated in Rio would be high. Although WADA had stated that we would not be disqualified, as we participate as a country, people would think that the athletes that are winning are using drugs.   • 3 May 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I respect the views we have in this House. The issue of land is the most contentious issue in this country. Even though this Bill has constitutional timelines, we must pass good laws to avoid conflict in this country. The Constitution says clearly that the county governments should be part and parcel of law making processes on matters of land. We suddenly sit in this House and say “remove the county governments.” We are going against that same Constitution we claim to defend. view
