By having the import of this amendment, we clearly know where the responsibility lies as opposed to thinking whether you go to the Ministry of Sports, Culture and Arts or to the specific person who is responsible for cultural matters at the county. view

  • 18 Aug 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I do not have a serious disagreement with this particular amendment. We have two levels of Government, the national and the county Government. If you look at Clauses 4, 22, 25 and 35, they are clearly saying that within the county, the County Executive responsible for culture is the point of contact as opposed to having the Council of Governors. I think we should have county governments as the level the CS should be able to consult with. Thank you. view

Looking at all the previous amendments, it is trying to point at individuals who will be responsible for the issue of culture at the county level and here we are saying the national Government, where we have the CS. So, that is one level. The second level we have is the county Government. As opposed to saying Council of Governors, I believe it is the county government that should be the point of consultation.   • 17 Aug 2016 in National Assembly: Thank you, Hon. Speaker. I rise to comment on the Petition by Hon. M’eruaki on the dismissal from the military of Mr. Nesbon Kibara. The military is an institution that is governed by regulations. What the Hon. Member has presented clearly shows an individual who did not desert work but was sick and stayed away. If the military found he was unsuitable to work as a service man, then due diligence should have been done so that a medical check-up would have been done to establish if he was ill and unfit for further military service.   • 16 Aug 2016 in National Assembly: Thank you very much, Hon. Speaker. I want to comment on the Petition by Hon. Munuve. The KNH is our last resort. It is the first referral hospital in Kenya. Occasionally, I have time and again visited the KNH because there are patients from my constituency who are admitted there. Unless we become tough on the KNH, we are going to lose more patients in very vague circumstances. I have written to the Chief Executive Officer (CEO), KNH on a similar case where a young man from my constituency called “Guyo Wario” was referred to the KNH from Marsabit Hospital. ... view
