While this is an Agreement that has been signed, the relationship between the UK and Kenya is longstanding. It might stretch to over 100 years. It also complies with the Treaty Making and Ratification Act and the Constitution of Kenya. Section 24 of this Agreement provides for an intergovernmental liaison committee that is able to look at complaints that arise as a result of forces operating in Kenya, whether it is on the training ground or on official duty or when they are off duty. There are many positives that we see as a result of this agreement between Kenya and the UK. The just concluded Bills on elections provide a watershed in legislation in this country. There is a philosopher who said: ―The best can be the enemy of the good.‖ We must make good laws for our country because today we are in this House making laws. This is a place where we incubate the true future leaders of this land. What we have seen in the recent years is the mushrooming of universities where, even in the Central Business District (CBD) of Nairobi, you will find about 10 or 20 university colleges in the most inappropriate places.   • 24 Aug 2016 in National Assembly: Thank you, Hon. Deputy Speaker, for protecting me. I was saying that universities in different geographical areas must provide courses relevant to those areas. I would like to see a university started in Marsabit or Garissa or Mandera offer courses relevant to that area, such as livestock development, range management or irrigation. This is so that such a university is seen by the local population as a serious incubator of helping the people there to develop economically.
