The Departmental Committee on Health should take up this particular Motion and convert it into a Bill so that funding and management will be easy. The budgeting process of cancer research centres will also be easy and technicians can be trained based on the availability of that funding. The other suggestion I have on this particular Motion is that we should look at not just the oncologists and specialists but also look at technicians who can be trained abroad for short courses such as six months so ...

Hon. Temporary Deputy Chairlady, I rise to support the amendments suggested by Hon. Tiyah Galgalo. There is a lot of cheekiness throughout this Bill because the legislative agenda that appears to have been pushed through this Bill lacks decorum and decency. It fails to address the interests of communities who are likely to be affected by it. The idea of saying that any person can hold property anywhere is a serious mischief and should not be allowed in this Bill. Further, I support the suggestion by Hon. Elmi. If this Bill is allowed to proceed the way it is---

Thank you, Hon. Temporary Deputy Chairlady. I want to add my voice to the proposed amendment. If we are going to remove the word “African,” then we must remove the words “African traditional medicine” so that we only remain with the words “alternative medicine.”

Hon. Temporary Deputy Chairlady, sometimes experts might not give us solution to making law. This amendment opens a Pandora’s Box because of how it has been framed. What is the Chair and Hon. Nyikal saying in the case of unclaimed bodies? It is important for us to state that there are unclaimed bodies rather than saying “in the absence of a donation” and then we go down the paragraph to even enumerate that they have living relatives, which is contradictory.

Thank you. I support the amendment. However, I wish to pose a question to the Chair and the Committee. We are tasking the Ministry of Health rather than the Cabinet Secretary (CS). Is that in keeping with our law? By saying “the Ministry of Health shall ensure,” it is about responsibility.
