Citizens must speak out if Parliament is not doing what the Constitution says it should do. Straightaway, I want to point out that when we were debating this Bill, the issue of the Public Service Commission was never challenged. Article 233 of the Constitution clearly lays out the responsibilities of the PSC. Sakaja has said, it is wider than just education. There are cases of Muslim students who are not allowed to put on hijabs, which their religion allows, or to put on a long dress, which is what the religion says. The import of this Paper is that it provides a policy framework upon which both employers and employees are able to see fundamental rights of institutions and employed individuals.
