  • 29 Apr 2015 in National Assembly: Thank you, hon. Temporary Deputy Chairman. There are two amendments in that particular section. I support the first part but I do not entirely support the second one. This is because I still believe that the Cabinet has a very important role. There is the area of collective responsibility and prudent use of national resources, where all the Ministries are aware of the big projects that are going on. I think it is international best practice hence we are not doing anything new as Kenya. Internationally this is what happens. Secondly, that is one reason why we have the Committee on Defence and Foreign Relations.   • 29 Apr 2015 in National Assembly: Thank you, hon. Temporary Deputy Chairman. I rise to support this amendment on the grounds that it is one of the means of safeguarding public funds. Secondly, this variation of contracts is the most abused process in this country. This is because even before a project has started, somebody knows that the price will be varied. The Committee in its wisdom has built in some form of safeguards. It may not necessarily be the best but it is a safeguard. view

What we have in most of our institutions where there are boards is conflict of interest where the board actually interferes with the running of the organisations by appearing to manage and control rather than providing oversight. view

The laws of this country are clear that it is the Public Service Commission and the Salaries and Remuneration Commission who should determine salaries for civil servants and other public officers. view

  • 21 Apr 2015 in National Assembly: Thank you very much, Hon. Speaker, for this opportunity. I want to support the proposal by the Budget and Appropriations Committee. Hon. Speaker, when we are in this House we are not doing public relations duties; we are rendering service to this country. It is unacceptable for monies to be just given for the sake of “that the counties need more money.” There must be adequate justification and we must know the source of that money. view
