  • 21 Apr 2015 in National Assembly: Strategy Paper and the County Allocation of Revenue Bill, 2015. Over the last two years my county has received about Kshs9billion. That is a lot of money. However, I am not in the loop of how that money is actually being used in my county and what goes into my constituency. Many other Members of Parliament here share my views that we cannot just give counties more money when we do not know how they have been using the money we have already given them. I want to borrow a leaf from the Leader of the Majority Party. He said ... view
  • 21 Apr 2015 in National Assembly: It has been suggested that some of this additional monies go to Level 5 hospitals and the County Emergency Fund. Currently, counties are buying ambulances. Kenyatta Hospital, our principal referral hospital, has actually become a dispensary for counties. When accidents happen in counties, patients quickly board ambulances and they rush to Kenyatta Hospital. If you go to Kenyatta Hospital at the emergency wing, you will be shocked to find the whole of Kenya there. They are overloading that hospital. If anything, these sorts of monies, instead of being given to counties, must be given to Kenyatta Hospital so that Kenyans ... view
  • 21 Apr 2015 in National Assembly: Finally, there is the issue of arbitration. When such Bills come before this House and they are rejected, they should not go to arbitration because in the first place, they are frivolous. When we visited the Canadian Parliament we learnt that the first and last time they used arbitration was in 1945. They have used it only once! However, the Kenya’s National Assembly and the Senate are in arbitration all the time as if we are in a law court. This House must reject what is frivolous. Some of these things are just brought before us to occupy us.We have ... view
  • 15 Apr 2015 in National Assembly: Hon. Deputy Speaker, I rise to support this Motion by Hon. Lay. Even though Kiswahili is a national language, we have not really put down issues in Kiswahili for the nationals of this country to understand, follow and transact the issues of this country in the language they understand appropriately. At one time, Kiswahili was almost being considered to be the language of the African Union (AU). East Africans were not able to take up that mantle to fight and make it the official language of the AU. Kiswahili is also among the top 20 languages that are used by ... view

  • 15 Apr 2015 in National Assembly: and Central Africa and a good part of South Western Africa, making it the major language within the African continent. Our population is not participating in governance and making good laws in this country because we have cut almost 70 per cent of our population from effective engagement in their country. The Constitution is the single most important living document of any land or State in the world. When everything in our Constitution is written in English---For example, Chapter 6 talks about leadership and integrity and, therefore, citizens must challenge those who must ascend to certain important offices. However, they ... view

  • 2 Apr 2015 in National Assembly: Thank you, hon. Deputy Speaker. On the outset, I want to convey my condolences to the families of the young ones whose lives have been cut short today. The security of Kenya is paramount and it must be uppermost than any other thing because, if we do not have security, then we cannot talk about development, education and every other thing. University education is so important for every country. It is the best from our communities that we send to the university. For those lives to be cut short in the way it has happened today, it is the saddest ... view

  • 2 Apr 2015 in National Assembly: able to break the back of Al-Shabaab . The question that we must continue to ask is: What about the homeland security? How do we secure our towns, our villages, our roads and our supermarkets? In this country, there is a lot of finger-pointing. It is true that hon. Uhuru Kenyatta is the President of Kenya. But Uhuru Kenyatta will not do each and everything under the sun to protect Kenyans. What I want to say is that, as Kenyans, we must wake up and be part of the security architecture of this country. If we are not going to ... view
