  • 20 Aug 2014 in National Assembly: Thank you very much, hon. Deputy Speaker. I would like to thank the Chairperson for the response, but I think it is inadequate. The purpose of the Provincial Administration is to give citizens access to services. Given that the district has been in existence for the last 10 years, it irrelevant for them to be told that they have not been gazetted and, therefore, they cannot have a police station, a DC and District Officers (DOs) posted there. This is part of marginalisation, and it is why we are having lots of security problems in this country. view

Deputy Speaker, my clarification to the Chairperson is whether that district should revert to the current governance system under devolution and actually ask for services and support from the governor or they still have to resort to asking for administrative services from the national Government. view

What is happening is that we are cannibalising the old district hospitals, which are supposed to be level four hospitals. The question which has been asked by hon. Murugi is: How do you cannibalise an existing hospital that should actually serve as a referral hospital in a county for its equipment to be moved to a mission hospital? Basically, our tax regime is “kind of” so inflated that on most of the goods that are either produced here or imported, the inflation rate is very high. I think on this, we have to be really careful because the petroleum industry has been the driver for both inflation and commodity prices. If the issues are going wrong at the grassroots, when the people we represent are affected and nobody is raising concern, I think the honours is on this House, is for us to raise our voices that the proper arm of Government must take the necessary action.
