Temporary Deputy Speaker, another area we need to address through this Bill is the anger and frustration in both the police force and the correctional facilities. As we look into the welfare of those who are incarcerated, we must also look into the welfare of the gatekeepers. If we do not look into the welfare and the well-being of the gatekeepers, this legislation may lack the goodwill that is required for it to be properly implemented. view

We must move further to say that prisoners who need psychiatric care should not be mixed with common prisoners. By virtue of their condition, they do not fit within that frame. view

  • 13 Nov 2014 in National Assembly: Hon. Temporary Deputy Speaker, one commendable thing even in the current condition within the prisons, is the right to education. Whenever the Kenya Certificate of Primary Education (KCPE) or Kenya Certificate of Secondary Education (KCSE) results are announced, we find that some prisoners have actually done their exams. In itself, that is commendable. Through this Bill, we should provide resources to enable prisoners undertake both craftsmanship and formal education, so that our prisons do not just become dungeons that destroy human beings and their souls. We should empower them to reform individuals who can contribute to the society. view

The only remaining land that is considered to be free and open for settlement and development today is in those regions, where the Government is trying to set aside forest land and land for other developmental issues without consulting the local people. I wish to ask the Committee to also look at many other areas. About 70 per cent of Saku Constituency is considered a forest gazetted area and yet, people live there.   • 12 Nov 2014 in National Assembly: Thank you very much, hon. Temporary Deputy Chairman. I rise to support this amendment. We are currently experiencing very severe drought in most parts of this country, yet we expect the NDMA to respond to that drought crisis without having any resources. By establishing the National Drought Emergency Fund, I think they will be best placed to respond in any part of this country. Thank you, I support. view
