  • 11 Dec 2014 in National Assembly: Thank you, hon. Temporary Deputy Chairlady. I wish to oppose the amendment. This is the legal institution of this land. They have told us that they believe in an independent body and at the same time, they are coming to this House to tell us that they can choose who can conduct their elections. You cannot have your cake and eat it. They have said that they want transparent and fair elections in the previous section. It cannot be that now they want their elections to be conducted by a body the membership will choose; is not a fair law. view

I think the difficulties that we are in, in the current dispensation are: “Where do citizens send their complaints to?” By putting this under the national authority we are likely to standardise issues of complaints that may arise from different counties across the country. However, we are almost repeating. This is because under Article 231(5) of the Constitution, the role of Parliament is clearly stipulated in terms of giving functions to the CBK. As a Member of Parliament from northern Kenya, Saku Constituency, we pay a lot of tribute to teachers and medics who come from different parts of Kenya to serve our people in northern Kenya because we are hard up with manpower. They provide invaluable service. I want to tell their families that their sons and daughters are heroes because they were serving under very difficult conditions and they were providing invaluable service. How can he say the Kenyan forces are in Kismayo to burn charcoal and do charcoal trade? That is misleading. There are many men and women who have put their lives on the line out there, and for him to speculate on that, I think it is very unfair. view

It is the gradual development of our law and the maturity of the country. Whereas hon.
