  • 28 Nov 2013 in National Assembly: were rights which had not been recognized. If we had taken the route of truth, justice and reconciliation in 2008, even the debate of moving us to the ICC would not have happened. This is because we want this nation to heal rather than build walls and allow people to sit on the two sides of the divide. The importance of this Bill goes to the heart of those communities affected since the colonial times. I am speaking for the people in the ASAL areas whose rights until today in terms of equal opportunity, marginalization in land ownership, employment and ... view
  • 28 Nov 2013 in National Assembly: We cannot wish away that many bad things happened in this country but it must heal, we cannot live in the past and we must walk into the future. view
  • 28 Nov 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker, I beg to support. view
  • 20 Nov 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I think considering the number of security related questions that Members continue to ask in this House, the Departmental Committee on Administration and National Security will need to change its view

Temporary Deputy Speaker, I wish to request through you that the modus operandi of that Committee needs to be changed if the issue of security has to be robustly addressed because the Cabinet Secretaries concerned are not in the House to answer Members’ concerns or questions. view
  • 14 Nov 2013 in National Assembly: Thank you very much, hon. Speaker, Sir. Let me, from the outset thank the Leader of Majority Party for giving that response. What is in this response are individuals or departments that are sleeping on the job. These are the Transitional Authority (TA), the Public Procurement Oversight Authority (PPOA), the National Intelligence Service (NIS) and the Ministry of The electronic version of ... view

  • 14 Nov 2013 in National Assembly: One of the things we raised in the Statement request is fundamental articles of the Constitution being violated by the County Government of Marsabit. This is Article 20 on the Bill of Rights and Article 27 on equality and freedom from discrimination. The national Government must take the necessary measures if any part of our society feels discriminated against. To say that the Government is not aware that there is a group called “Regabo”--- I am happy to hear what came from the Leader of Majority Party. That is an outlawed organization. I look forward to what the national Government ... view
  • 12 Nov 2013 in National Assembly: Hon. Temporary Deputy Chairlady, I oppose this amendment because in our contributions, we have actually been talking about the clarity of the Bill. Clause 1 is about dissolution of marriage. In Clause 2, within the marriage, if it comes about that there is a dispute--- Clause 2 and Clause 1 are different, if I am to read the English that is written here. I wish to agree with hon. Prof. Nyikal. It is about the clarity of the Bills that come here. view
