  • 12 Nov 2013 in National Assembly: Thank you, hon. Temporary Deputy Chairlady. Millie said she is not available. The import of this Bill is that it challenges African marriages. If we proceed this way, we will be making marriage some sort of business enterprise. So, I support the idea that Sub-clause (d) should be deleted. view
  • 30 Oct 2013 in National Assembly: Thank you, hon. Deputy Speaker. I think I am very unfortunate to be the one who will be contributing for three minutes; but thank you for this opportunity. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view

  • 30 Oct 2013 in National Assembly: What has been suggested by one hon. Member is the cheapest and the most cost effective means of providing water to the citizens of this country. Water is life and without water meaningful development cannot take place. Hon. Deputy Speaker, a few years ago, the United Nations Environment Programme (UNEP) actually reported after the El Nino rains that water would be everywhere but there would be none to drink. If we take the example of Egypt, which the immediate hon. Member contributed on, it does not get rain. They depend on the River Nile, yet they are water sufficient, produce ... view

  • 23 Oct 2013 in National Assembly: Thank you, hon. Speaker, Sir, for giving me this opportunity. We live in a country of 40 million and 46 per cent of our population lives below the poverty line. Eighty per cent of this population comprises of rural peasants and the majority live on below a dollar a day. About 20 per cent of this population lives in the slums. We know how life in the slums is like. Travelling First or Business Class for a Kenyan who is not using his money is pretending opulence in the midst of poverty. In 2013, we are experiencing what you may ... view
  • 23 Oct 2013 in National Assembly: thank hon. Jamleck Kamau for this Motion although he is aiming at a very narrow target. This House should help in expanding the horizon and looking at several other measures, so that the burden on the taxpayer is reduced. At the end of every financial year, this House should be able to tell the Ministries how much money they have saved and not how much they have not spent. view
  • 23 Oct 2013 in National Assembly: People would like to spend all the money through lavish means but we should ask them how much money they have saved to go towards development. Hon. Speaker, I beg to support. view
  • 22 Oct 2013 in National Assembly: Hon. Speaker, Sir, what I have realised as a new Member of this House is the freedom of all the Members to attend all the Select Committee sittings. That means that the Members are privy to a lot of information from the different Committees. Had the Members of this House sat back and waited without beginning investigation or inquiry into the Westgate, it would have appeared that we are waiting for trial or investigation by the media. This would have resulted into so much speculation. As a Member of the Committee on Defence and Foreign Relations, I do not wish ... view
  • 22 Oct 2013 in National Assembly: Two issues that we are already seeing, both in the House and in the media, is the issue of looting by the KDF and the NSIS slept on the job. But that can only be proved through investigation and inquiry by talking to those who are holding substantive offices. Even the issue of saying that the KDF officers looted, clearly, if one looks at the television clip, and having been a soldier, I draw quite a different conclusion to that, that if people are on a looting spree, they do not match on a single file, carrying paper bags in ... view
