  • 10 Feb 2016 in National Assembly: I support the Natural Resources (Classes of Transactions Subject to Ratification) Bill because natural resources are being destroyed now and then. We should pass a law which should protect the same and try to enhance natural resources which we have because they are limited. It takes time and a lot of expenses to create forests or to get some minerals. I support that we need to protect the same, especially the catchment and riparian areas where we get water but people have encroached. In the quest of trying to get land for settlement and in the quest to get land ... view
  • 10 Feb 2016 in National Assembly: Therefore, I strongly support that this Bill should be passed so that we can protect these areas. Forests are very essential. In Kenya, the forest cover is being destroyed every day. Once we destroy our forests we will not have habitat for wild animals. We need areas for the protection of wildlife. We also need areas for flora and fauna to thrive. At the same time it is a tourist attraction. Hon. Speaker, I will cite an example of Nyambene Forest in my county. When we were young, it had canopy such that you could not see outside. Currently, it ... view
  • 10 Feb 2016 in National Assembly: Natural water is cheaper to harvest and supply to people. We cannot protect natural water without protecting natural cover like forests and other materials. With exploration, we are talking about oil and other minerals. However, we need laws that will say who should benefit from the same namely the county government and the local people who own the land where that has been identified. The laws should also say the way it should be apportioned to the beneficiaries so that each and every citizen can benefit from that product which is in that area. The electronic version of the Official ... view

  • 17 Dec 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity this morning to contribute to this Motion for the nomination of PS for the State Department of Correctional Services. I have not met this nominee, Micah Powon, but from the way the Report has been put by the Committee Chair, I believe the Committee went through each and every detail of this particular nominee. They came up with a voluminous report, which I believe they have perused and seen that he qualifies. After looking at it, I also agree that he qualifies for the same. He is well versed ... view
  • 17 Dec 2015 in National Assembly: Thank you, Hon. Speaker for this opportunity to contribute to this Special Motion. I rise to join my colleagues in supporting the appointment of Dr. Nicholas Muraguri as the PS in the Ministry of Health. I have just gone through the Report and I have seen that the Committee which vetted Dr. Muraguri did a good job. They went all the way to file all that Dr. Muraguri has been doing. He has grown up in his a career as a person who has been consistent. He has risen very fast and his experience especially having been the Director of ... view
  • 16 Dec 2015 in National Assembly: Thank you, Hon. Deputy Speaker for giving me the opportunity to contribute to the Forest Conservation and Management Bill. This Bill is timely as we are experiencing climate change in this country and all over the world. More so, forests are getting dilapidated and deserts are converging from all corners of the continent. Kenya is not spared in this problem. This has been all along been as a result of human error, carelessness, corruption and many other issues bedevilling our communities as well as our leaderships. Without forests, the ecosystem will be destroyed. We will not have rains and when ... view
  • 16 Dec 2015 in National Assembly: which surveys and allocates people land. However, the sane offices go out of their way to demarcate swamps, riparian areas and river beds. Once people are allocated such pieces of land, in the absence of a law prohibiting them from destroying that ecosystem, they will go ahead and cultivate the land, saying: “This is my farm and I can do anything with it”. However with this law in place, I strongly believe that even if you are near a river bed, or next to a forest, or even in your own farm; there will be limitations on usage of such ... view
  • 16 Dec 2015 in National Assembly: is no water. We are crying on a daily basis that there is no water and yet we are the ones who destroy our environment and forest cover. This can be very dangerous for future generations. Therefore, this Bill will go a long way to mitigate forest degradation. I would encourage the Board, once the law is put in place, to have people on the ground. They should establish a database of the forest cover that we have in this country. They should also work out the percentage of the forest cover and develop a plan on how each year ... view
  • 3 Dec 2015 in National Assembly: Thank you, Hon. Speaker for giving me this opportunity to ventilate a little on this particular petition by my sister, Hon. Kajuju. I come from Meru County and this petition has come at the right time. I would request the Committee to which the petition is committed to do it expediently and urgently. Our people have suffered a lot and this has been a perennial problem. Wildlife-human conflict in Meru has become a thorn in the flesh. Animals not only damage crops, but they also kill people. There is a corridor which joins the Meru National Park to the Mount ... view
