Hon. Temporary Deputy Speaker, on blood banks, we only have six blood banks in this country yet this country is large. Therefore, if there is a person somewhere where there is no blood bank and wants to give a donation, he will have to either give blood donation when there is an emergency or donate blood and have it transferred to that far place. We need these facilities devolved. Due to the peoples’ lifestyle and the environment that we live in today, we have so many cancer cases in the country. Some of the cases could have been saved but people are dying. Why? It is because cancer patients have to wait for six months or a year to get chemotherapy services. Thank you, Hon. Temporary Deputy Chairman. I rise to support this amendment by His Excellency the President. I am a Member of the Committee. Initially, when this matter went for arbitration, we got a lot of pressure on it. But we ceded because of other issues. It has, however, come back to us again. I support the same and feel that not all procurements are of the same nature. Thank you hon. Speaker, for giving me this opportunity to support the report of the Budget and Appropriations Committee, albeit with some reservations. The budget process in any country is the backbone of the economy. It is the kingpin which shows the direction in which the country is moving, especially in terms of development and finances. It has to be taken seriously and have full participation of all, especially us Members of Parliament, who are tasked to pass the same.

As it transpired this morning, many Members had reservations as to how the Budget and Appropriations Committee comes up with the estimates and concludes a report. Personally, I feel that we need to integrate, especially the Committees which do budgets, especially their chairmen, so that the final report is not punched holes by the various committees, which also participate in its making one way or the other.
