Hon. Deputy Speaker, I am on the Floor. My colleagues will have their turns to talk. I am talking as the Member of Parliament for Igembe Central. I am saying I support the lady Members of Parliament. Let us not be mean. When we go home, we live with ladies. When we want other things to be done, we need ladies but when we come to Parliament, we deny them their rights. Why? I support them! Thank you, hon. Deputy Speaker. I rise to support the Motion. I know that garbage collection in most of our towns, especially Nairobi, have been a thorn in the flesh. Garbage is dumped mostly in residential areas. This is a health hazard. We have seen photographs of pigs, dogs, and street children scavenging at the dumpsites. When councils collect garbage it is as if they just transfer the problem from the original place to another, say from the hotels to the residential areas. Hon. This Bill will strengthen the CMA and make it cope with the current dynamics of the world, given the fact that we are in the digital age. At the same time, we are moving towards East African integration, where we want to encompass the five sister States. This Bill will assist CMA to expand its tentacles to those countries in order to have a smooth trading and economic integration with our sister States.

Hon. Temporary Deputy Speaker, this Bill will also remove the face of bourgeoisie management of the CMA, which has been run by individuals who have money or big companies. It will open the markets to smaller investors especially with the introduction of the asset securities because many investors will come into the market. It will also assist Central Bank of Kenya (CBK) to regulate the economy and other financial institutions.

This Bill has come at the digital age. We are now transacting our businesses in our offices and from our homes electronically. This Bill will tighten up the controls. As one of my colleagues has said, instead of looking at one place, we can transact business across the country. Therefore, we should have a new framework which will address the issues and bring in systems and controls as far as trade is concerned.

The appointment of the Chair of CMA Board was initially taking a lot of time because of a lot of bureaucracy. But it will now be faster and easier. The Cabinet Secretary to the Treasury will be able to do it fast enough. There will be no lapse of time. At the same time, it will hasten the operations of the capital markets.
