We need to caution those who access other people’s gadgets or steal them to get information. There should be a way of checking the gadget to identify what has been retrieved and destroyed. We should not allow other countries to access our data. If the USA systems can be tracked, their elections hacked, what about a country like Kenya which is grappling to get near the USA? It will be very disastrous for this country especially for our security.

Today, if you want a licence, an ID card or the cards we use in Parliament, if you go to River Road, you will get one. Technology has gone that far. Today, if the army plans something which is top secret, you will hear about it in the streets of Eastleigh. Hacking is being done left, right and centre. So, if our security organs are infiltrated by criminals and we do not have a recourse, they will walk scot-free. It is high time we adopted this amendment, so that during political campaigns, all these groups are included. In many cases, special interest groups are not valued in decision-making bodies. Hon. Temporary Deputy Speaker, political parties will ensure they have the two-thirds gender rule representation. Currently, many political parties lack such structures as they are highly ethnicised. So, these amendments will ensure there is no discrimination in membership. Also, the IEBC will ensure that after the preliminaries, parties submit lists that have both genders and that do not contravene the Constitution.

Secondly, the 5 per cent of Persons Living with Disabilities (PLWDs) means they will not be left out during nominations and the submission of the lists. They will all be represented. This Bill tends to monitor how political parties will be working and how information will impact on members. It will determine how Kenyan citizens are enlightened on matters. It addresses the issue of how sensitisation will be carried out across the country concerning the need to have special interest groups represented.

I support these amendments fully. All groups should be represented. They will help the Government to make informed decisions. Many times, decisions are made minus consideration of special interest groups as they are not represented in political parties. So, it is good for us to look into these amendments as they mean well for special interest groups. In most cases, young people are not allowed to vie in political parties. Thank you, Hon. Speaker for giving me an opportunity to contribute to this Petition. I stand to support. In as much as we say that forest land is being encroached on and try to fight that very serious anomaly, we can also see what is happening in the Mau Forest. There is a lot of resistance. All in all, we need to conserve our forest cover. However, there are some exceptional areas with historical perspectives that need to be considered.
