Thank you Hon. Temporary Deputy Speaker for giving me this opportunity to support this Adjournment Motion by Hon. Keter. I thank him for the same. We have a problem in Kenya. We cry every time. We had an Adjournment Motion in February when we were crying over drought. Now, we have another Adjournment Motion crying of rain. I do not know where we fit. All in all, it is a disaster as it is being said. I have just read in the breaking news today that around 200 students will not be reporting to school in Tana River because they ...

There are those schools that have been marooned. There are families which have been marooned. They need to be compensated in one way or another. At the end of the day, let us not only rely on the KRCS. The Government has to come in strongly.

Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to contribute to this Motion. From the outset, I support this Motion fully in as far as decentralisation of these services, which are supposed to be offered by the Government to the constituency level, is concerned. The spirit of devolution is here with us and we should embrace it fully in all spheres. This one is no exception. In the same spirit, we need to have services taken as nearest as possible to the people, especially the provision of essential documents. It is vital and critical that when one ...

little. This is where corruption creeps in. The officers will find that they are dealing with many people and will try to capitalise on the urgency to get the document and that is where corruption comes in. Whoever pays the token or little fee the officers will ask for is the one who gets the document. To curb this bad habit in our society, every sub-county should have all the offices needed to serve our people. If we have the offices of the Deputy County Commissioner (DCC), Member of Parliament (MP), Officer Commanding Police Station (OCS), Officer Commanding Police Division ...

Thank you, Hon. Temporary Deputy Speaker. I think we need to put this matter to a halt because the Leader of the Majority Party has come up with the reasons as to why he has brought this request. I request my colleague, Hon. Lomenen, that all is not lost. It has not been said that his amendment will not be listened to. Let us appreciate that despite the fact that we have taken quite a while discussing this one before the Leader of the Majority Party came, at least, if he feels as the representative of the Government he needs ...

So, let us not have a lot of hullabaloo on this one. At the end of the day, provided that we appreciate that the Standing Orders and the right laws have been used, let it come and let it not take long. Let it come and then we shall dispense it as fast as possible. Hon. Lomenen, take heart. I believe your recommendations will be with us and we shall support you. Thank you.

Thank you, Hon. Temporary Deputy Chairman, for giving me this opportunity to contribute. I concur with the Leader of the Majority Party. His proposed amendment encompasses the spirit of transition more than this other one. The amendment from the Chairman of the Committee is just a plain message. It says that during the transition, the members of staff will be assimilated as they were at the National Irrigation Board. Hon. A.B. Duale’s proposed amendment is more specific. When one moves to the National Irrigation Authority, one moves with terms which will protect one the same way it was during the ...
