Thank you, Mr. Temporary Deputy Speaker, Sir. At the outset, let me start by supporting the Motion, but I wish the Deputy Prime Minister and Minister for Finance was around because there are certain developments that are very disturbing. Maybe the technocrats seated at the other end will be able to explain certain things to Kenyans. Six months ago, inflation in our country was just at about 3.8 per cent and within six months, we are talking about inflation being at 13 per cent.

Mr. Temporary Deputy Speaker, Sir, if you remember very well the time we experienced that kind of instant jump in inflation, you will find that it is during the Goldenberg time when some very strange money came into the market. We would like the Office of the Deputy Prime Minister and Ministry of Finance to physically look at various Ministries and find out exactly what is happening because that graph is all of a sudden. Mr. Deputy Speaker, Sir, an issue of bribery has been raised by an hon. Member in this House. The Deputy Prime Minister and Minister for Local Government did not respond to it, meaning whether the matter is substantiated or not, it remains in the record of the HANSARD as the gospel truth because he has an opportunity to deny it. Do we then take it that the allegations are true?

Mr. Speaker, Sir, we have a lot of iron deposits across the country, and the areas mentioned have at one time been involved in trying to mine iron ore. However, one of the biggest problems you will find is that the Department of Mines and Geology has no equipment at all to establish exactly the amount of deposits that can be found. Could the Assistant Minister tell the House what the Ministry is doing to equip the Department of Mines and Geology to ensure that they can establish with certain precision the amounts of deposits spread all over the country?

Mr. Speaker, Sir, mine is to seek direction from the Chair as far as the issue raised by the hon. Member for Gwassi is concerned. We have many Ministers in the Government today who have powers to appoint. Section 73(ii)(b) of the new Constitution is very clear on nepotism. The Minister has answered the question and cited the Act. Now that the new Constitution is in force, what do we do, as Members of Parliament? On a point of order, Mr. Speaker, Sir. Could he confirm to us that the new Managing Director of KAA was a junior officer compared to Mr. Wamalwa who was then the Deputy Managing Director? It is just on other grounds other than seniority that he found himself being a Managing Director other than Mr. Matthew Wamalwa.

While a number of people languish in prison as we speak here, the Assistant Minister must have had enough evidence against the people he has charged in court. Therefore, there is no reason why he should be asking for more time and yet there are people he has charged selectively.
