Mr. Deputy Speaker, Sir, I rise to seek a Statement from the Chairperson of the Standing Committee on National Security and Foreign Relations, particularly seeking to know about the irregularities that marred the recent recruitment by the National Police Service (NPS). In the Statement, the Chairperson should:- (i) state whether the Government is aware that the recruitment of police officers by the National Police Service on 14th July, 2014 was marred by irregularities in some counties such as Kakamega especially in Lugari, Matete and Malava regions. The irregularities included favouritism, nepotism and corruption; (ii) state the specific steps that the ...

Mr. Deputy Speaker, Sir, I do not know what she means by two weeks, because I am aware that we are proceeding on recess in the coming week. This is a matter of urgency and as you can see, many commissions and institutions are really not comfortable with what happened on 14th July, 2014.

Mr. Deputy Speaker, Sir, thank you for giving me this chance to also add my voice to this amendment Bill. Steps have been set to ensure that young people of this country get involved in the development of this nation. Yes, Mr. Deputy Speaker, Sir. I know that and that is why I said that this is just a starting point. I know that, in future, the allocation is supposed to be increased. That is why the Government needs to take action to ensure that it is implemented. Now that employment has been a challenge to us, I know with this facilitation of 30 per cent young people will do business through tenders thus improving their livelihoods. It ...

Mr. Speaker, Sir, I also want to add my voice and thank Sen. Musila for following up this matter. As a way forward, we have a lot of funds in this country meant for needy students. There are funds from the Ministry of Education, the bursaries from the Constituencies Development Fund (CDF), the County Education Fund and the Ward Fund which has an allocation for bursaries. It is my plea that these funds should be consolidated and managed by one office so that they can help needy students. If we do so, the issue of not having paid school fees ...

Thank you, Mr. Deputy Speaker, Sir, for giving me an opportunity to support this Motion. First, I want to congratulate Sen. Mositet for bringing this Motion. Mr. Deputy Speaker, Sir, when we talk about infrastructure, the first thing that comes to our mind is roads. Good road infrastructure will open up new areas of this country and encourage development. At the same time, we shall be able to attract many investors. I know that many people support the county governments, but the biggest challenge that most of them are facing is lack of a good road network that will open ...
