. If we only had 10 or so explosive detectors working in the buses that come from known routes, like Mombasa, through which Al Shabaab take; we would eliminate any of them who has been in training using explosives, whether it is in Somalia or wherever. Why are we so slow in introducing technology that is available? Right now we are complaining that Dadaab is the breeding ground for radicalisation of the youths. We and the leaders from that area have said that we should close Dadaab Refugee Camp. So many people were born in Dadaab; they are now 25 ...

They will take their trained people with trained equipment, take the uniforms of the guards in those places and mark every area. You only need to press a button that you are threatened and the yellow line will not be passed by any terrorist. They are all wiped out in five minutes. These mechanisms are known to our security agencies, but they are not applying them. Instead, we are likely to get into a blame game, and say: “North Eastern leaders, you are not doing this. South Eastern leaders, you are not doing this. Coast leaders you are not doing ...

23 Apr 2015 in National Assembly:
Hon. Temporary Deputy Chairman, on this one, I agree with our Committee that the Senate is extending the request by the Council too far and that this should remain as established at the national Level. They do not need this representation. However, it is not right to continue with the attitude that the Council of Governors or the Senate are undermining the national Government. The use of the words “undermining” or “plotting to undermine” is not correct. The interdependence and interactive processes in governance and decision-making should be accepted as a principle that will apply. However, where it is specific ...

22 Apr 2015 in National Assembly:
Hon. Speaker, the thrust of the Report we are discussing is that we have the Commission fighting itself. Commissioners are accusing one another and the secretariat. The members of the secretariat are accusing themselves too. It has arisen and is part of the Report that the ownership of Integrity Centre was an issue that may have created very serious conflict within the Commission. What I would beg of Daniel Maanzo is this: Do not delete Clause one, two and three. Just add the fourth one because it also arises out of the Report, and so many Members feel it should ...

Similarly, if a Member has details of other properties or other investigations, that may have created this serious conflict within the Commission, and that has led us to resolve that the entire Commission is not competent--- If at all we had the power to handle that we would have done so, but our mandate is limited to dealing with the Commissioners and not employees of the Commission.

Hon. Speaker, hon. Maanzo is right to say that the Commission got material and indicated that issues regarding Integrity Centre are a critical example of what generated conflict within the Commission, and that we should not adopt this Report without also The electronic version of the Official Hansard Report is for information purposesonly. requiring that we receive a direct report from the Commission on this particular matter. If the Deputy Chair of the Committee is saying that they are seized of the matter requesting that the Commission gives a report, it will still be given to the Committee, and it will bring it to the House, but it should not be ignored when it is one of the critical issues that have divided this Commission, and have revealed to us their incompetence and conflict, hence their inability to manage the Commission as required under the law. Thank you.

16 Apr 2015 in National Assembly:
Hon. Deputy Speaker, this is a very sensitive issue and you should not expect rational arguments. The truth is that the land, including the factory itself, and not just the nucleus estate, was compulsorily acquired under Cap. 295 for the purposes of the factory. Even if the individuals already had titles, I am aware of this in the case of SONY Sugar Company, the land was acquired from them, including the land on which the factory stands. I know the elders who gave the actual factory site itself. The issue that is arising now is that the national Government did ...
