  • 15 May 2013 in National Assembly: Hon. Speaker, Sir, the Tana flood disasters have been with us for many years and all along there have been plans to tame River Tana by building a 5.3 billion cubic metre dam, the High Grand Falls. What is the digital team doing to accelerate commencement of this so that disaster in the Tana Delta including food security, irrigation and so on are a thing of the past within three or four years? view
  • 8 May 2013 in National Assembly: Hon. Speaker, at this stage, you know we have left out the public participation which would have come at the Committees. We need your guidance on this. The Leader of the Majority Party should send us a summary of what any members of the public may have given with regard to this Bill. That should be tabled here so that we have access to that information as we debate the next Order. view

  • 24 Apr 2013 in National Assembly: Thank you, hon. Speaker, Sir, for giving me the opportunity to support this Motion. The matter of our calendar is very critical at this time. Parliament as a whole, namely the National Assembly and the Senate, are being treated with extreme contempt by the members of the public. So, the first thing that we must do is to campaign so that Kenyans understand what we are doing. It is not enough to publish this. Most Kenyans have no access to our website. So, they really do not know what we are doing on a day to day basis. We need ... view
  • 18 Apr 2013 in National Assembly: Thank you, Hon. Speaker, Sir, for giving me this opportunity at last to support this Motion. First, I would like to commend His Excellency the President for the very careful manner in which he worded his comments on the public wage bill. He stated the facts as they are that in the year 2012, the wage bill was Kshs458 billion, which was 50 per cent of our ordinary revenues, which also was 12 per cent of our GDP. Then he stated that ideally, it should be 7 per cent of our GDP and 35 per cent of our ordinary revenues. ... view

  • 29 May 2007 in National Assembly: information. We have already done so. We are waiting for the response. I have already discussed this with Mr. J. Nyagah. view
  • 5 Apr 2007 in National Assembly: Kenyans. Secondly, the Public Service would be reformed to play its critical role of facilitating the growth of the private and other sectors leading to economic growth and wealth creation for all Kenyans. Thirdly, the Public Service would develop and adopt a value-driven, competent-based, and citizen-customer-focused human resource management and development policy and strategy. In undertaking these initiatives, the Government has continually demonstrated its commitment to collaborate with a wide cross-section of Kenyans and all stakeholders in the development of the Public Service and in doing so, is committed to ensuring that the Public Service mirrors the people of Kenya ... view
  • 28 Jun 2006 in National Assembly: transport policy in the Civil Service. I heard the Minister say that most of the Government vehicles will be taken away from the civil servants. I know that those civil servants who are in the middle and lower cadres cannot afford to purchase new vehicles. If the prices for motorcycles are lowered, they might buy them to enable them to be mobile. Mr. Temporary Deputy Speaker, Sir, something which has also pleased the civil servants is that the Minister factored their salary increases in the Budget. It was only yesterday that I announced the new salary increases for the civil ... view
