  • 26 Jan 2017 in National Assembly: We provided that most of the appointments shall be competitive and approved by the relevant House. You now want to fold us back, leave parliamentary approval and only take the competitive direction. Competitive alone is not enough. Even the marks given by those panels are rigged these days. How can other people give 60 or 70 per cent and somebody from nowhere in the panel gives 96 per cent? Who scores 96 per cent in an interview for a job? view

  • 26 Jan 2017 in National Assembly: That tells you we are corruption and ethnicity-driven to a destination we cannot be sure of and many Members in the Jubilee Alliance are aware of this. We know them. They are very intelligent and capable Members like the Chairman of the relevant Committee here. There is nothing to amend in this Bill because it is useless. It should just be thrown out because there are only two key objectives. If you oppose them you have no Bill left. What do you have to amend? We have seen the mischief in this Bill to promote corruption. Another Amendment Bill will ... view

  • 20 Dec 2016 in National Assembly: Hon. Speaker, this morning you diffused a situation by calling an informal Kamukunji during which it was recognized that even if we try to use a technicality to solve a serious political question, we may not get an appropriate solution. Even now as we are arguing that Standing Order No. 30 does not give exemption to special sittings and the hours are limited and notices for extension should have been accordingly followed and they were not The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard ... view
  • 20 Dec 2016 in National Assembly: followed, we are still not addressing and focusing on the real problem. The reality is that we have an attempt to bulldoze a legislation that still requires consultation. view
  • 20 Dec 2016 in National Assembly: So, it does not matter how long we argue here. The majority can still have their way but we will have passed a legislation that is so highly contentious and may hurt our political economy. We should accept the reality, which is the next Order on delegated legislation, it does not matter whether it is considered or not, it is dead matter. The regulations are not there and the law cannot be applied. So, whether we do it or not, it is dead because we are going to reject it. view
  • 20 Dec 2016 in National Assembly: The next item which colleagues are trying to ensure we handle today, you gave a ruling on it this morning. You gave a ruling in the morning that the Chairman of the Departmental Committee on Justice and Legal Affairs was to substantiate whether these issues were adequately discussed in the Committee and whether there were minutes that indicate that adequate consideration has been given to the issues. That substantiation has not been given yet, possibly somebody will raise it so that it is given when we get to that agenda item. My position is this: Standing Order No.30 does not ... view
