It is like I was thinking in the same breath with my brother from Funyula. The proposals being made do not seem to improve the Act that is already there. The two amendments basically remove the qualification requirements for the secretary to the county public service board and introduce qualifications on the part of the chairperson of the board to be a professional in human resource. We have seen this in practice in our counties where employment does not consider professionalism and the type of workers county governments require to make the impact that the law or the Constitution of the republic envisaged.   • 11 May 2021 in National Assembly: Article 94 of the Constitution is very clear about the roles, functions or responsibilities of Members of Parliament. They are just three: oversight, legislation and representing the people of our constituencies. There is no function called giving funds to all Harambees that you are invited to in your constituency or in other places, or attending all the funerals. The public has been made to believe that these are the functions of the Members of Parliament. Hon. Temporary Deputy Speaker, I believe that these Parliamentary Broadcasting channels will give us the opportunity to say our story the way we understand it. view

Public participation will be enhanced because these channels will be dedicated 24 hours, seven days a week. They will say the story of what happens in Parliament. I led the delegation that went to visit the Parliament of South Korea on broadcasting issues. What we saw there in Parliament is special. The Parliament of South Korea sits in the Chamber once a week. It broadcasts committee sittings four days of the week. All the committees of South Korea Parliament are broadcast live.   • 11 May 2021 in National Assembly: I believe that these broadcasting channels will accord us the opportunity to become the Parliament at work because that is where most of the work is undertaken. If these channels will be there, they will give us the opportunity to be known that we are a working chamber or arm of Government like the other two. view

Let me join this House in sending our deep condolences to the family of the late Rtd President Moi on behalf of the people of Kipkelion West. He was many things to all of us. We will remember him mostly for taking the presidency to the people.
