William Kamket for bringing this Bill to the House. The Constitution in Article 204 establishes the Equalisation Fund with very specific objectives to be achieved and a specific timeline. Currently, and as speakers have already observed and stated, the Equalisation Fund has been actualised through the public finance management guidelines prepared by the Cabinet Secretary for the National Treasury, which has domiciled the operations, administration and implementation of the Equalisation Fund in the State Department for the National Treasury. In my observation, the current administration has been very inefficient. The identification and implementation of projects by the administration has been very ineffective. With the timeline of 20 years which is supposed to end in 2030, which is the year when the Vision 2030 is also supposed to have achieved development strides in this country, we could easily talk of a country that will be canvassing within itself in a manner that is more equitable and respectable. I pray that the Bill is passed and that our governors allow for development to proceed. There is no monopoly on development in counties by county governments. The national Government is still there. What we should be addressing as a House and country is the security policy that we have in place for northern Kenya and the pastoral areas. There is a difference in the way pastoralists live, in terms of their economic and social behaviour compared to the settled communities of this country.   • 30 Jul 2019 in National Assembly: vast region with 500,000 citizens. We are also taking care of over 200,000 refugees who are being protected in my sub-county. You cannot expect police stationed in only two police stations to police an area of 15,000 square kilometers. This is the challenge we are facing. That is the reason NPR formerly the Kenya Police Reservist (KPR) were brought on board in the Arid and Semi-Arid Land (ASAL) in over 10 counties. view

We are now going back to where we began. Where there was no NPR. The people are now insecure because of the disarmament exercise the Government has embarked on.   • 30 Jul 2019 in National Assembly: Our constituents and their properties are insecure and therefore, we are impoverishing them. What is the intention of the Government when they make such a policy? I am reminded of last November when the Cabinet Secretary for Interior and Coordination of National Government proposed having a security conference in Turkana County. This was the right thing for him, so that he could understand that without security, there can be no development. People are going to have their resources directed to security related activities. Generally, the Address by the President in this august House was hope-inspiring. It is important for this country to keep its hope alive. The challenges that this country is facing at this time are increasing; they are becoming enormous. Therefore, the leadership of the country needs to speak and read from the same script.
