I arise to seek a statement, pursuant to Standing Order No 44(2)(c), from the Chairperson of Departmental Committee on Environment and Natural Resources regarding the report of discovery of underground water in Turkana County. The report, already in the public domain, is that the Lotikipi plains, which is situated in Turkana West Constituency, and other areas in Turkana county, is home to huge volumes of underground water.   • 5 Nov 2013 in National Assembly: could lead to a lot of conflict due to the movement of these nomadic pastoralists to very insecure areas of the county. Two, let her mention the measures the Government is taking, or intends to take, to sensitize the community, in particular concerning establishment of a development project like irrigation and issues to do with land adjudication. The whole of Turkana is considered community land held in trust by the county of Turkana.   • 5 Nov 2013 in National Assembly: Hon. Speaker, I agree with that and there is already one borehole that was sunk to the depth of 330 metres by the Japan International Cooperation Agency (JICA). This borehole can actually give the residents water but it has been closed and people are really suffering. So, given an answer in one week would suffice. Thank you, hon. Speaker. view

Members over there are saying, I am now the richest in terms of water. In my constituency, in Turkana West, we have Lotikipi Plain that is holding water that can be used in Kenya for over 70 years, as we are told. Temporary Deputy Speaker, we need to look at the appropriateness of the policies that have been pursued by the Ministry of Water; which is currently called the Ministry of Environment, Water and Mineral Resources. We need to have interventions that are going to address the challenges of a water starved country because in the coming years, we will be having the challenge of providing water to a population that his growing every other year. I rise to support it and to highlight the challenges that our people go through when they apply to get the national ID. As proposed by the Motion, it will actually solve so many of our problems including registration, if this becomes a one-stop-shop exercise. If the Government, the provider of this function, can identify its citizens through a simplified system--- As my predecessor has just said, we can be identified by a single digit or number.   • 16 Oct 2013 in National Assembly: these requirements into one document which is simple to deal with will go a long way to improve access to this service of registration. Where I come from in Turkana West, we have had the challenge of under- registration of voters because the people there do not have IDs. The challenge is that you get your ID very far away from where you live. Dealing with a nomadic community that may not consider this to be a core function is difficult. They do not take IDs and so they are not able to participate in civic functions in this country. ... view
