From the outset, I rise to support this Motion, with all the observations that the Budget and Appropriations Committee put forward about the Supplementary Estimates of 2013/2014. Hon. Temporary Deputy Speaker, as the Committee has proposed, we should discourage Supplementary Budgets.   • 24 Jun 2014 in National Assembly: departments and agencies are defeating the budgetary process by this Supplementary Budget. This is because money is being shifted after it has been planned for and we have had public participation involved in this. After Parliament has approved the Budget, then you suddenly have two Supplementary Budgets in one year. This is actually defeating the budgetary process.   • 29 Apr 2014 in National Assembly: Mid last year, it was reported in the Press and the Ministry of Environment and Natural Resources declared that there was discovery of a major water aquifer in Lokipi Plains which lies in the constituency that I represent; that is, Turkana West. If those reports are true as we read them, water has been a major source of conflict and distress for the people of Turkana County and a lot of areas--- view
