  • 1 Apr 2015 in National Assembly: befall us time and again. Where I come from, Turkana County, we have the drought menace. This has become a major challenge. Every time we have drought in the country and lives are lost in many different ways. My county has food insecurity. So, when the President gives us examples of how our country should recover from those challenges then that gives us hope. May I now turn to the challenges that his Excellency pointed out as facing our country. He mentioned three things: insecurity, disunity and corruption. I do not want to dwell so much on the corruption bit. ... view

  • 10 Mar 2015 in National Assembly: I think it is working, hon. Speaker. Am I audible? I am on; it is just that the machine has not come on. view
  • 10 Mar 2015 in National Assembly: Thank you, hon. Speaker, for giving the opportunity. In seconding my able Chairman, the BPS sets out the broad strategic priorities and policy goals that should guide the two levels of government – the national and the county government - in their budgetary making processes. This is an annual exercise that runs into the medium term framework. On the same note, the BPS is a monitoring and evaluation instrument for policy makers and the Government to evaluate the efficiency and efficacy of the existing policies with a view to taking that as an opportunity to modify macro-economic indicators, adjust expenditure ... view
  • 10 Mar 2015 in National Assembly: Broadly said, as the Chairman pointed out, the BPS 2015 is just a continuation of the BPS 2014. As the Chairman observed, many of the issues that were being addressed by the BPS 2014 have been rolled over into this current BPS. This creates continuity of budgeting and programming by the Government and also gives us an opportunity, as Parliament, to look at the achievement levels that we have on our Budget and budget processes. Hon. Speaker, it is in the interest of this House that the Budget and Appropriations Committee, when it got seized of this BPS, went and ... view
  • 10 Mar 2015 in National Assembly: Take an example of the social sector ceiling. The Government intends to cater for additional beneficiaries, for instance, of the National Safety Programme but when you look at the kind of ceiling that they were given, it looks like it was not going to be met. Hon. Speaker, if you look at education, there are very important programmes that are going on in the Ministry of Education. For instance, the capitation grants for the free primary education and the free secondary education. Again, this was flagged out by the Departmental Committee on Education, Research and Technology as a budgetary item ... view
  • 10 Mar 2015 in National Assembly: been the case with the Parliamentary Service Commission (PSC) in this Budget Policy Statement (BPs). On Ministerial ceilings again, it is important that Departmental Committees further look at the priorities and the way the MDAs are going about with their priority projects because that is where we lose it out and therefore look like we are giving programmes that do not catch the public eye. In conclusion, for the first time since this Eleventh Parliament came into being, we have seen the role of the Senate and its involvement in this process and their considerations have been inbuilt in this ... view

  • 23 Jul 2014 in National Assembly: Hon. Deputy Speaker, let me thank the Chairperson of the Committee for the Statement. What I required to be inquired into was the criteria for establishment of the low- cost boarding schools, to which an adequate response has not been given. I asked how many schools have been approved as low-cost boarding schools in Turkana West Constituency. What I have got from the Ministry in response is a list of schools that are considered low-cost boarding schools. For purposes of information to this House, one of the seven schools contained in the list does not belong to Turkana West Constituency. ... view
