Mr. Speaker, Sir, the question was why the KNEC did not allow the 23 boys to repeat. The KNEC Act, 2012 stipulates that all candidates who have involved themselves in irregularities should be banned from taking any KNEC examinations for a period of up to three years. Before implementing this policy in full, the KNEC consulted with stakeholders and it was agreed that it should take time to effectively sensitize all stakeholders, including candidates. Mr. Speaker, Sir, in most cases, if a headteacher is involved in cheating, he or she interdicted and removed from that centre. Also, most invigilators nowadays are teachers. They have to submit their names as registered with the Teachers Service Commission (TSC)---

Mr. Speaker, Sir, regarding Maranda High School, the process is still not complete, because investigations are still ongoing. It is a very tricky area. As soon as they get to know who assisted who, then the concerned teachers and invigilators will be dealt with severely by the KNEC, through the TSC.

My Committee of Education, Science and Technology visited Kilifi and we were impressed to see how they are taking devolution trends down to the Early Childhood Development (ECD) level. So, I was there and I had the opportunity to see what we normally do in the Senate. Welcome!

Mr. Speaker, Sir, as you can see, it is not only me who is facing problems. I have been assisted by about five Senators and they were unable to log in! Mr. Speaker, Sir, these cards have no names. If the card drops out there, nobody will be able to retrieve it. I wish to suggest that, whoever came up with this technology that they inscribe the name on it. Short of that is what was said by Sen. (Eng.) Muriuki that we use our personal identification numbers.
