I support the Minister for Finance for doing us proud by presenting his very wonderful Budget Speech. At the outset, quite a number of issues require some clarifications from the Minister. It is true he said that Gross Domestic Product (GDP) expenditure went up to 46 per cent. Salaries, particularly for teachers, have been increased.   • 14 Jun 2006 in National Assembly: Mr. Deputy Speaker, Sir, it seems clear that when people go missing in Kenya, it takes the police long time to trace them, whilst police in other countries take a very short time to trace missing people. Could the Assistant Minister explain to the House what is happening with the police? If it is possible to trace missing Kenyans overseas, like the ones missing in Iraq, whom the Government is looking for, why is the Government unable to trace its own missing citizens? view

What is practical is that right now if you go to Anniversary Towers, you will find many teachers queuing complaining about their salary deductions. What system does the HELB and TSC have to make sure that there is no double deduction from teachers' salaries? Is there enough data from TSC given to the HELB to assist in this matter? view

But there are letters already issued to teachers instructing TSC to deduct salaries and given six months notice to recover the whole amounts. Could the Ministry stop this? view

It is also interesting to note that the Minister who has answered the Question also comes from the same area and I believe what she has said will be done. However, when will the plan set aside for Kerugoya/Kutus begin? view

I was in my constituency yesterday and heard that some crops were destroyed by elephants. What immediate measures is the Ministry undertaking to make sure that farmers who neighbour forests are compensated? view
