Mr. Speaker, Sir, I am not comfortable because this Question appeared in the Order Paper last week. They should have informed the Clerk of the National Assembly to direct it to the relevant Ministry, so that I get an answer today. I have even missed a Question this week because of this kind of negligence. Could he assure me when I will get the answer now that we are going on recess?

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me an opportunity to contribute to the debate on this Adjournment Motion. It has been a good time. It has also been a good experience for some of us who have been here for the first term. It has also been a very contrasting time when we noted that some Ministries August 3, 2006 PARLIAMENTARY DEBATES 2627 can practice unfair distribution of natural resources and wealth. Mr. Deputy Speaker, Sir, I also note that the ongoing teacher recruitment exercise is an exercise in futility. Because of the introduction of free primary education, we have had an increase of about 1.2 million students, yet not even a single teacher has been recruited to cope with the increase. What we are doing now is just replacing teachers who have either died or retired or been sacked. Thank you very much, Mr. Speaker, Sir. Noting that the shortage of science teachers is looming in the country and that science apparatus are lacking in various schools and yet, sciences are compulsory subjects for university entrance, could the Ministry of Education consider making science subjects optional?

Thank you, Mr. Speaker, Sir. We are talking about pupils in primary schools who are orphaned. The same pupils will join secondary schools after sitting the KCPE. What will the Assistant Minister do to ensure that the students who are admitted to Form One continue to receive bursaries? Could he also tell us the fate of next year's bursaries?

Mr. Deputy Speaker, Sir, we are getting from the Assistant Minister a scenario where this Ministry is now abandoning stalled road projects. Instead of the Government embarking on completing stalled road projects, it is constructing new ones. Could the Assistant Minister inform the House the current Government policy on stalled roads projects? I have in mind the case of Kagio-Baricho-Kerugoya Road.
