  • 26 Jul 2006 in National Assembly: With those few remarks, I beg to support. view
  • 20 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Assistant Minister is trying to tell us that they are expanding secondary schools to cope with the increase in enrolment in primary schools. What plans does he have to expand the capacity in the universities? Instead of expanding the capacity, you are raising the entry points. Now, the entry point to the university is mean grade B+ - 69 points - which is too high! What plans do you have to expand university facilities? view
  • 20 Jul 2006 in National Assembly: asked the Minister for Transport:- (a) whether he is aware that the Meteorological Department has continued to make misleading or inaccurate weather forecasts to the detriment of farmers countrywide; and, (b) what measures he is taking to address the above problem. view
  • 20 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, thank you very much for that good and elaborate answer. Although he says that he is not aware, he will reckon that at the beginning of the current rains, the same department had forecast that the rains would not last be that long and the farmers were advised not to plant. Some of the farmers did not even plant and the rains continued raining. To the dismay of the farmers, there was no prolonged drought as a result of that forecast. So, it is true to state that sometimes the forecasts that we get from ... view
  • 20 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, what would happen if the forecasts given by the department do not tally with what is expected by farmers? Could the department undertake to pay the losses, if so incurred? view
  • 19 Jul 2006 in National Assembly: Mr. Speaker, Sir, there are very many tea farmers losing money either through negligence by factories not collecting tea in good time or sometimes bad weather which results into tea leaves rotting in the farms. Is the Ministry going to consider subsidising the farmers especially when they lose their crop due to natural causes? view
  • 18 Jul 2006 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir. I rise to support the Vote of the Ministry of Roads and Public Works. However, I wish to draw parallel to the figures given by the Minister and what actually happens on the ground. I will be quoting cases and examples from my district, Kirinyaga. I note with a lot of interest that much as we talk that the Central Province has got the bulk of the billions and millions of shillings, Kirinyaga is the least allocated. When I look at Kirinyaga, I find that those constituencies represented by hon. Members ... view
  • 4 Jul 2006 in National Assembly: Mr. Speaker, Sir, the number of pupils in primary schools has risen from 5.9 million to 7.2 million. Mr. Speaker, Sir, could the Assistant Minister tell the House how many teachers have been recruited since the inception of the compulsory free primary education? view
  • 29 Jun 2006 in National Assembly: asked the Minister for Energy:- (a) how much money was collected under Rural Electrification Programme in the last four years, (b) which projects have benefited from these funds; and, (c) what his position on supply of power to rural areas is. view
  • 29 Jun 2006 in National Assembly: Mr. Speaker, Sir, I thank the Assistant Minister for that answer. I am very happy about it. But there are groups which have contributed 10 cent of the initial deposit to be supplied with power. They have paid colossal sums and, so far, not many groups have benefited from the payment of that 10 per cent. Now that there is a new programme, what is the fate of those groups which have paid the 10 per cent installation fee? view
