Mr. Temporary Deputy Speaker, Sir, I would like to thank the Assistant Minister for that answer. The lights in Kerugoya-Kutus have not been operational for the last two years, and yet the Assistant Minister told us that he is aware. For how long do we need to be aware, so that the Ministry can go and save the lives of the people? I need a definite answer as to when those lights will be operational!

Mr. Temporary Deputy Speaker, Sir, could the Ministry undertake to compensate for property that is stolen and people who are killed or injured in darkness which is caused by power failures in the future? This is the Ministry's failure. We need to be protected. It is not only the DCs who should be connected to power.

Thank you, Mr. Temporary Deputy Speaker, Sir. Coffee used to be a leading foreign exchange earner in this country for a long time. Now, it is not even in position three. It has been replaced by tourism and other cash crops. Mr. Temporary Deputy Speaker, Sir, you will also note that coffee, which is a product mainly from highland areas, has made farmers' lives very miserable. Could the Assistant Minister tell us that, from now henceforth, he will have those licences cancelled and compensate farmers in coffee growing areas because of the huge losses that they have incurred?

Mr. Speaker, Sir, my concern is about orphans, particularly those at the Thika School for the Blind. Could the Government consider extending bursaries to orphans with special needs in boarding schools, who cannot afford to pay the fees?

Thank you, Mr. Temporary Deputy Speaker, Sir. I support the Motion in the sense that tea is now a leading foreign exchange earner in the country. We export tea to various countries, and earn the country a lot of foreign exchange. For that reason, therefore, we expect the tea farmers to be the best earners in this country, because they contribute a lot to our foreign exchange. asked the Minister for Education:- (a) what the minimum school fees charged in public secondary schools is; (b) whether he is aware that the cost of items that a student is required to bring in order to enrol in Form One is normally higher than the fees charged for the first term; and, (c) in light of "b" above, what he is doing to make education affordable to many poor students.

Mr. Speaker, Sir, I thank the Vice-President and Minister for Home Affairs for his answer. It has been quite elaborate. However, we note that he is using two words which are almost the same. He says that the students who are entering Form One buy items which are of "a substantial cost or value." He further says that he is not aware that those items are of a higher cost. My worry and problem is that once the students are admitted to secondary schools, most of them fail to join Form One places because of the high cost of the ...

Mr. Speaker, Sir, I am very impressed by the Vice-President's answer. My question is about bursary funds. Given that national schools charge Kshs25,000 plus, and the bursary awards for orphans is Kshs10,000 per year, is the Ministry preparing to have those orphans who are in national and provincial secondary schools paid for because even if they are paid Kshs10,000, they are still sent away from school for not paying the additional Ksh15,000?

Mr. Temporary Deputy Speaker, Sir, considering that industrialisation in Kenya is supposed to have picked by the year 2015; also noting that going by this phenomenal growth, time is running out, some KIE sheds should have been put up by now so that we can start the cottages. This is one of the priority areas that I think we must work on even before we do other things. We are thinking about an industrialised Kenya. Please, comment on that.
