If the National Treasury is short of funds which are normally obtained from the national revenue, then it would be difficult for the TSC to get its remittance from the Treasury. The Committee on Education has already proposed and discussed a Bill on this issue. According to the Bill, the ECDE teachers will be paid by the Teachers Service Commission (TSC). In our deliberations, we realized that a teacher is defined as somebody who discharges the teaching activity in a classroom.
